Whole30 + Keto Skillet Shepherd's Pie topped with cauliflower mash

There’s nothing quite like a classic Shepherd’s Pie to evoke feelings of warmth and nostalgia. Growing up, my mom’s rendition of this comforting dish was a family favorite, featuring hearty ground beef, fluffy mashed potatoes, sweet creamed corn, and a generous topping of melted cheese. It was truly divine – a staple in our household that always brought smiles to the dinner table.

As I transitioned to a healthier lifestyle focused on whole, unprocessed foods, I knew I couldn’t leave this beloved dish behind. My mission was clear: create a cleaner, Paleo-friendly version that retained all the deliciousness of the original while aligning with my dietary goals. The result is this incredible Whole30 + Keto Skillet Shepherd’s Pie, a recipe designed to be both nourishing and incredibly satisfying.

This reinvented Shepherd’s Pie is not only Whole30 compliant and low-carb but also easily adaptable for those following an Autoimmune Protocol (AIP) diet by simply omitting the green peppers. The star of the topping is a velvety cauliflower mash, offering a fantastic low-carb alternative to traditional potatoes without sacrificing creaminess or flavor. For those who prefer a more classic touch, you can certainly opt for mashed potatoes, ensuring this dish remains a versatile crowd-pleaser for everyone at your table.

Crafting the Perfect Whole30 + Keto Skillet Shepherd’s Pie: Essential Ingredients

To create this wholesome and flavorful Shepherd’s Pie, you’ll need a selection of high-quality ingredients that adhere to Whole30 and Keto guidelines. Each component plays a vital role in building the layers of taste and texture that make this dish so irresistible.

  • Ground Beef: The foundation of our hearty filling. While traditional Shepherd’s Pie typically calls for lamb, ground beef is a popular and delicious alternative, making this dish sometimes referred to as Cottage Pie. I highly recommend opting for grass-fed ground beef from sources like Butcher Box, known for its superior quality and ethical sourcing. The rich flavor of grass-fed beef truly elevates the pie, and the convenience of home delivery is an added bonus.
  • Beef Broth (or Chicken Broth): Essential for creating a rich, savory gravy. It’s crucial to check labels carefully, as many store-bought broths contain added sugars, natural flavors, and other non-compliant additives. Brands like Kettle & Fire beef bone broth are excellent Whole30-approved options, providing deep flavor and nutritional benefits.
  • Coconut Aminos: This fantastic ingredient serves as a Whole30-compliant and soy-free alternative to Worcestershire sauce, imparting a delightful umami depth with a hint of sweetness. It’s key to achieving that classic savory pie flavor without any processed ingredients.
  • Tomato Paste: A concentrated burst of tomato flavor that adds richness and depth to the gravy. It helps to create a well-rounded and robust taste profile.
  • Ghee: Clarified butter, ghee is Whole30-approved and adds a rich, buttery flavor to both the filling and the cauliflower mash. It’s a lactose-free and casein-free option that provides healthy fats. You can also substitute with coconut oil or olive oil if preferred.
  • Fresh Vegetables: A colorful medley of carrots, onion, and green pepper (omit for AIP) provides essential nutrients, fiber, and vibrant flavors. These vegetables soften beautifully in the savory gravy, adding texture and sweetness to the filling.
  • Aromatic Herbs (Dried Rosemary and Thyme): These classic herbs infuse the Shepherd’s Pie with a warm, earthy, and distinctly comforting aroma and taste. Using dried herbs ensures their flavor is concentrated and robust.
  • Fresh Parsley: A bright, fresh garnish that adds a pop of color and a touch of herbal freshness when served.
  • Arrowroot Flour (or Arrowroot Powder): This gluten-free, Whole30-compliant starch is mixed with water to create a slurry, serving as an excellent natural thickener for the savory gravy. It’s a perfect alternative to cornstarch, ensuring a smooth and perfectly textured filling.

The Perfect Pan for Your Skillet Shepherd’s Pie

For this recipe, I highly recommend using a 12-inch Lodge cast iron pan. Cast iron is an absolute game-changer in the kitchen, and this pan is one of my most cherished tools. Its exceptional heat retention and even distribution ensure your Shepherd’s Pie cooks beautifully, developing a wonderful crust on the bottom and sides while the topping browns perfectly.

The beauty of a cast iron skillet is its versatility – it moves seamlessly from stovetop to oven, which is precisely what this recipe requires. While any oven-safe pan will work, a cast iron skillet will give your Shepherd’s Pie that rustic, perfectly cooked finish that’s difficult to achieve with other cookware. It’s an investment that will serve you well for countless delicious meals to come!

A clean, Whole30 compliant version of the classic comfort food dish!

Ingredients

  • 2 tbsp ghee, divided
  • 1 lb grass-fed ground beef
  • 1 cup chopped onion
  • ½ green pepper, chopped (omit for AIP)
  • 3-4 large carrots, peeled and chopped
  • 2 cloves garlic, minced
  • 1 head cauliflower , *See notes- you can also use mashed russet or sweet potatoes!
  • 1 tsp thyme
  • 1 tsp rosemary
  • 2 tsp salt, divided
  • ½ tsp pepper
  • 1 tbsp coconut aminos
  • 2 tbsp tomato paste
  • 1 ½ cups chicken broth (or beef broth if you can find compliant!), divided
  • 1 tsp arrowroot powder, mixed with 1 tbsp water in a small dish
  • ¼ cup chopped fresh parsley, for serving (optional)

Instructions

  • Preheat your oven to 375°F (190°C). Prepare the cauliflower by cutting it into florets. Bring a large pot of water to a rolling boil, then add the cauliflower. Cook for 15-20 minutes, or until the florets are very soft and can be easily pierced with a fork. Drain well and set aside.
  • While the cauliflower is cooking, begin preparing the savory meat filling. Heat 1 tablespoon of the ghee in a large cast iron (or other oven-safe) skillet over medium heat. Add the ground beef to the hot skillet and break it apart with a spoon. Sauté until the beef is fully browned and cooked through. Carefully drain any excess fat from the pan, then remove the cooked beef and set it aside in a bowl.
  • In the same skillet, add the chopped onions, green peppers (if using), and carrots. Sauté these vegetables for approximately 3-4 minutes, stirring occasionally, until they begin to soften. Add the minced garlic to the pan and continue to stir for another 30 seconds until the garlic becomes fragrant.
  • Return the browned ground beef to the skillet with the sautéed vegetables. Season with 1 teaspoon of salt and stir to combine all ingredients thoroughly. Next, add the coconut aminos, tomato paste, dried thyme, dried rosemary, and 1 cup of chicken or beef broth. In a small separate dish, whisk together the arrowroot powder with 1 tablespoon of water to create a slurry. Pour this slurry into the skillet, stirring constantly. Bring the mixture to a gentle boil over medium-high heat, then reduce the heat to low and let it simmer for about 10 minutes, allowing the sauce to thicken into a rich gravy.
  • Once the cauliflower is cooked and drained, transfer the florets back into the pot or a large bowl. Add the remaining 1 tablespoon of ghee, ½ cup of chicken broth, 1 teaspoon of salt, and a dash of black pepper. Use a potato masher to break down the cauliflower. For an extra smooth and fluffy consistency, use an immersion blender to blend the mixture until it reaches your desired texture.
  • Evenly spoon the creamy cauliflower mash over the hot meat filling in the skillet, spreading it to the edges. Transfer the skillet to your preheated oven and bake for 15 minutes at 375°F (190°C). For a golden, crispy topping, finish by broiling for an additional 5-10 minutes, watching carefully to prevent burning. Once the edges are beautifully browned and crisp, remove from the oven. Garnish with freshly chopped parsley before serving. Enjoy this comforting and healthy Skillet Shepherd’s Pie!

Notes

*If you prefer to use traditional mashed potatoes or sweet potatoes as the topping, you’ll find that 4-5 medium russet potatoes or 3-4 medium-sized sweet potatoes work well. Peel and cut your chosen potatoes into roughly 1-inch chunks, then boil them for approximately 20 minutes until they are fork-tender. Drain them thoroughly, then mash with a potato masher. Stir in 2 tablespoons of ghee, ½ cup of full-fat coconut milk (using the hardened cream part for extra richness), 2 teaspoons of salt (adjust to taste), 1 teaspoon of pepper, and 2-3 tablespoons of chicken broth. Mash until all ingredients are well combined and smooth. Enjoy this delightful alternative!
